Any person over the age of 12 who has willingly watched a chinese cartoon or "anime" and ended up getting some enjoyment out of it.
A non japanese person who basically denounces their own culture and calls themselves japanese. They try to learn japanese through the anime they watch and usually end up pronouncing it wrong and looking like a complete idiot.KEEP IN MIND: that a non-japanese person can like the culture, watch anime, speak the language and RESPECT THE CULTURE, while still keeping in touch with there own. Which keeps them from being a Weeaboo, japanophile, ect.
Its not really a insult here
Well it works vaguely like this.Urban Dictionary has a great definition for Weeaboos which is usually what people refer toQuoteA non japanese person who basically denounces their own culture and calls themselves japanese. Weeb is a contraction of Weeaboo, which can usually mean the same thing but on here in general usage it's referring to any of the weebs i.e the people who watch anime. We don't have any actual weeaboos on here thankfully, because good lord they are painful to behold. It's used as a loose insult here but I wouldn't take it to heart, it's a mildly disparaging way to refer to anyone on here who watches chinese cartoons.

The term is a derivative of "Wapanese" (Wannabe Japanese)QuoteAt the peak of [Wapanese's] abuse in mid-2005, 4chan moderators devised a creative intervention using the word-filter, replacing every instance of Wapanese with “Weeaboo,” which was a fictitious term originally coined by Nicholas Gurewitch in his Perry Bible Fellowship comic strip (date unknown, comic #62):
