Most people will. Some have to pay in around this time because they didn't withhold enough/they're a contractor not an employee/they're self imployed/some small business exemptions

Every paycheck your employer withholds so much money based upon a federal tax withholdings form that you fill out for them. This form helps them determine the percentage of your pay to withhold in a simple method with a few questions like "do you have other income sources?" or "are you going to file married or single?" "have any kids?"
Then employer then sends this to the IRS after the year is done and sends you a form W2, which lists all the witholdings that they've collected and sent for income tax, medicaire/social security tax, and other items along with your gross income for the year. You then calculate how much real tax you specifically owe through federal resources, apply deductions or credits, and then come out with a number either positive or negative.
Positive, you get a refund from the IRS. Negative, you have to pay in extra so break out the chequebook and fix your witholdings form for next year.

The IRS mandates you do this every year from around february to the april 15th tax filing deadline.
