The dude who did most of the work at Forge World died, and the production of their new books has slowed significantly.
In addition, loads of their kits have been discontinued, including the Legion upgrade kits and Mk. II Crusade armor.

It's a shame, I loved how The Horus Heresy had this almost historical game thing going, and the amount of detail that went into things like the army books.

Basically Alan Bligh was the powerhouse of the Horus Heresy team; he did most of the lore and rules for their books. When he died their rate of production fell behind significantly. That, in addition to a great deal of ForgeWorld's personnel being shifted to the Specialist Games division (with games such as Necromunda), and the release of 8th edition 40k, has crippled the Horus Heresy. They're not outright cancelling it, but it's going to see a lot fewer releases as time goes on. The fact that they discontinued the *legion upgrade kits*, which help personalize one's army to fit the Legion you chose (in a game that's only about the 18 space marine legions) should serve as a pretty good indicator of the direction things are going in.

I actually would prefer Forge World be directed to work on some 40k stuff to be honest. Age of Sigmar is getting loads of upcoming releases in addition to a new edition. On the 40k side we're seeing many new releases, sure, but other, more niche stuff is neglected outright. For example, they're aren't any upgrade kits for space marine chapters other than the Ultramarines, Dark Angles, Blood Angels, and Space Wolves. The Black Templars (my chapter) have one but it's 15 years old and incompatible with most new kits. I think it would be cool if Forge Would started working on things like making upgrade kits for various sub factions such as the more neglected SM chapters like the Iron Hands, or transfer sheets for Mechanicus Forge Worlds other than Mars.
