Why can a nigga, call niggas 'niggas', but me, a white man cannot call a nigga 'nigga'?

Can we not use their special word?

That's because those words were never commonly used towards the respective races, "nigger" was so blacks started to use it on each other to hijack it from its bigoted definition.

Because the word comes from "nigger" and "negro" - originally used by white slavers to refer to black slaves. Nowadays blacks has "reclaimed" the word so it's non-offensive to use among themselves, but if you as a white person use it you still provoke connotations to slavery.
