And by "trepid", I mean that the anime industry is afraid to do anything that isn't strictly formulaic with 0.01% something new to make it "worth watching". Once you've seen one post 90s harem, you've seen them all. All that changes is the skin (demon harem, robot harem, Fate stay/night harem).

though, funnily enough, a lot of fans will argue the exact opposite--that anime isn't afraid to try new things

they'll point to western cartoons and criticize them all for never straying from the "episodic comedy" formula, and then praise anime for engaging in a wider palette of tones and human emotions--but would you say they're biased?

Very much so. Sure, there's the occasional show that tries something new. But that comes as often as a cop show breaking the procedural crime formula. AKA not nearly enough to be anything beyond the exception that proves the rule.

As if 99.99% if anime that gets released isn't literaly that exact thing  just saturated with panty shots.

They do the same with game critisising the popularity of first person shooters when almost all of what they play is some different themed dynasty warriors clone with even less depth.
