Well it said the same thing in the original Halo 2 cutscene.

I did hear one theory about how each group of supermacs had their own fleet, not sure how true it is though.
Huh it does say that in the original, 6 Marathon ships and 87 Frigates.

Fleet Admiral Harper is fucking retarded then to think he can take on 15 Covenant ships outside the range of the Cluster.
