Someone explain to me how the Halo Arrays work

7 rings, one ring has a radius of 25,000 light years. All seven can cover the entire galaxy.

All seven rings can be simultaneously activated at their big home base and the space station that created them, the Ark. Each ring can be activated individually through using a key native to the particular ring.

When fired, the Halos release a nueral pulse, that is part time real space, and part time slipspace I believe. The pulse can be tuned, like an instrument, to affect or focus on specific targets to various degrees.

But when fired by the forerunners, they tuned their banjo strings to 11 and decided to give the audiance a show they'd never forget. In which case they did, because they were all dead.
