ISF are encountering some stiff resistance from IS. Which shouldn't come as a surprise since IS has likely been preparin for this exact moment since they took Tikrit 8 months ago.

Though ISF owns most of the city, and have IS encircled and under siege. It's gonna take a while to clear Tikrit though, but IS pretty much has no means to retake the entire city.

SAA is too spread out, and they'd rather deal with the non-IS rebels in their country first before dealing with IS. Most of the SAA is deployed in spots like Idlib, Andppo, Dara'a, and Homs away from points of IS strength. Though the SAA is fighting IS in eastern Hama and Deir ez-Zor, that isn't a majority of their forces.

ISF can actually afford to deploy the vast majority of their forces against IS. In fact, the SAA is so spread out, that there are rumors going around of them being at a breaking point.
