2003 Clone Wars, it is canon, the 2008 one is not.

The 2008 one actually got pretty dark in Series 4 onwards. The Darkness on Umbara story arc was really fuken good. As the timeline got closer towards RoTS, it began to become a lot darker and more about the actual clones themselves than random characters no one liked.
the 2008 version was a little kid friendly that did have enough maturity

Some could argue it is still canon due to something that could be a reference to it (Ventress wants revenge against Skywalker, Skywalker only bested her so far in the '03 Clone Wars) in the 2008 movie, but it is more likely to be a reference to the fight Anakin and Ventress had on Crystosis. The story team still says it's not canon though.

A little bit of character dialogue here and there..but mostly just action with characters that don't even speak. A good thing TCW improved on that.

A good thing TCW improved on that.It's meant to depict the battles of the clone wars, first season is all about that, really rather exclusively, but even still a story is told and we are shown Anakin's rebellious and disobedient nature, and that he's always looking to do things his way and doesn't like it when he's challenged on it, and takes pride when it works for him.Second season shows Anakin's relationship, how he feels about being a Jedi, and again him doing things his own way. It also does a fantastic job of foreshadowing Anakin's eventual transformation into Darth Vader, and shows how his rage and emotions can easily get the better of him when provoked. The battle of Coruscant is shown and explained, and everything is set up for Episode III. Keep in mind, the real reason was for it to bridge the gap between Episodes II and III, and not to be a standalone or anything else; and with how well taking time for characters sitting down having discussions went for Lucas in the movies, focusing primarily on action seemed like a really good idea for the time.I will give you that there is very little dialogue, but much of the story is still shown without the use of it. While TCW did do well with giving the Clones personalities and stories for them, and the '03 series might've benefited from that, it wasn't really the best fit for the style and tone of the show.
The 2008 one had a better story and characters anyway.
