Because of confusions like these, I tend to prioritize the consent of living adults over hypothetical, unborn children.

About as reliable as they are now, generally. And slight retardation would be an IQ of 69. IQ also changes over the course of your life because of developmental factors, so there's a good chance that his IQ is higher by some amount during his adulthood.
