You have to find ways to relay information about yourself while also taking in info about them. Then there's the fact that you have to find activities, or any sort of interaction factors that you both need to share.

You could meet the coolest person ever, and that person could like you, but if there's no reason to hang out you won't. On the other hand you could see the coolest person ever but that person could be oblivious to you. If you introduce yourself and ask for a number they'll most likely disagree since you're a total stranger, and you could be a nuisance or a really boring person.

Alternatively you could go on the internet and find friends through chat rooms or forums/games whatever

Work?
School?
Do you live in a big city or small town?
Roommates or live alone or with parents?

The basic advice is to frequent areas where people who share your hobbies will be. Art galleries, libraries, skatepark, IDK lol. For me I can quickly make friends because of the gym, many people similar to me frequent there no matter what city I live in.

You're going to have to step out of your comfort zone and talk to people, be friendly and agreeable but don't seem TOO eager to make friends. Most people are actually a bit uncomfortable with adding a new person to their social group right away.
