Plus, you know, easy-access for crossing borders, not something Europe wants atm for illegal migrants or the Roflstomp Russian Military.

Why not both? The US would only be responsible for the sections in the US, and most of those freeways are already built. We would just have to expand I5 to accommodate the traffic, which kind of needs to happen anyway. As for the trans European one, we pay for the freeway across Alaska, and whatever it takes to connect it to I94.
