Didn't he keep Maurice in the asylum even after confirming the Beast's existence?

Also, why'd he need to round up so many people just for a kidnapping?

Bell tried to stop him IIRC, that would be enough of a sign that no harm had been done.

Sure the guy isn't Hitler or anything, but he wasn't a good guy. He was selfish and violent, not caring for what Belle thought.
