I kinda explained it in the OP but
there are two factors for it

The simple one is that after his last few bans he was due a pretty heavy one, 2-3 months or so. So after doing this latest bit of idiocy he'd be due that regardless (A few months).

but the bit that made it into a permaban is

Mods/Staff can see stuff that normal users can't, IPs for example. Or personal information that we've removed courtesy of someone being an idiot/creep etc. The standing rule is that you don't talk to anyone about that sort of stuff for pretty obvious reasons. Then there are a couple of other things that the staff are aware of that we aren't meant to discuss for similar reasons, kiyo being banned was one of them.

If he wants to appeal, he can and he knows who to contact about it (Cheat/LC).

What the hell is there to leak? You guys aren't the NSA. I don't understand the reaction.
Leak isn't really the right word but I can't think of a more appropriate one.

Disclosing IPs, Locations, Emails, or Personal Information (When it gets reported, the report stays archived because of the way the site works). It's nothing all that dramatic but it's stuff that isn't meant to be shared with the forum as a whole for pretty obvious reasons.
