To run skyrim on low you need to spend $9,000 at least

Skyrim isn't extremely difficult to run, nor is it a "new" game anymore.

Enjoy your low settings for everything.
Consoles also run everything on low, but with PC you have the option to upgrade if you want.

It's a myth that PC gaming is more expensive. It's actually cheaper in the long run, unless you go for an extremely powerful PC with custom watercooling and whatnot.

It's a myth that PC gaming is more expensive. It's actually cheaper in the long run, unless you go for an extremely powerful PC with custom watercooling and whatnot.

It's also important to note that watercooling is almost entirely unnecessary for gaming. If you're trying to hit performance benchmarks, sure, but otherwise nope.

I find settings like SSAO and AA unnecessary so this build could easily play most games at high settings.

Depends on what you mean "max out" because of the mods the level of hardware that is needed to truly maximize the potential in graphics out of the game could go in the thousands. If you go with a build like the one above with some changes then you can probably run things at Skyrim's high settings.
