Depends what you mean by "acting on". Someone drawing a picture of a naked kid and jacking off to it is acting on their pedophilia, but in a safe and harmless outlet. Anything involving real children is obviously unable to be justified.

I really wasn't using it as a justification. Just was saying that someone 18 shouldn't get charged with statutory rape if they had consensual sex with a 15 year old considering there will not be that great of a deal of maturity between the two.
There usually is a very large difference in mentality between a 15 and 18 year old.
Eh, I disagree, but tbh I'm just using my own personal experience growing up, in which I can't really say I started acting more mature until I was 19.
