Class C is commercial. N. Carolina is different somehow and has two Class C license. One being for driving vehicles such as ambulances and fire engine. Class C CDL is Commercial.

In nearly every state there's two class C's. They're really the same thing though, just a non-commercial can't be used for hired driving jobs. Either one grants permission to drive anything with an over 15 person capacity or a trailer that doesn't count as a class A or B vehicle.
