Water can, however, be wet. A better question would be whether heat is hot.

There's no such thing as cold, so everything is just a different level of hot.
So if things have different levels of wetness, and different levels of heat, which are non-correlative, then it's safe to say that heat is not explicitly or inherently wet.

Heat can increase evaporation and water vapour capacity in the air (making the air humid), but it isn't a property of the heat.
