There is no standard rate of fire.So, they just blanket ban everything that could possibly increase the rate of fire.So, if you have two guys standing next to each other at the range and the 1st guy is an expert and shoots 4 times faster than the 2nd guy with no mods. So the second guy installs some mods that help him double his rate of fire (to still only 1/2 the 1st guy) his mods would be illegal even though he is still firing slower than the first guy.It's beyond absurd.Semi-auto vs Automatic is at least a feasible premise because it is a specific mechanic FUNCTION.Rate of fire is not feasible because there is no such thing as a "stock" rate of fire and it would be impossible to enforce a limit of X rounds per second.So, they are doing both the laziest and most dangerous thing....banning anything that improves the rate of fire.It would be like a politician that wants to stop people from going over 100mph, but instead of actually just making a speed limit, or even banning specific cars that can go over 100mph......they just ban anything that makes a car go faster.Faster than what? The Vegas shooter wasn't a criminal until he shot. There was nothing to point us at him. He wasn't insane. He wasn't radicalized. There were no early warning signs. Standing on a purely intellectual platform of "this only restricts law abiders and not criminals" doesn't fit here. This guy was a "law abiding" citizen until he shot.
