This is a fight between the civilians only.

Rule 2) THE CIVILIANS CAN NOT APPROPRIATE ANY ASSETS FROM ANY NATIONAL GUARD OR MILITARY UNITS

So the civilians are only armed with they can legally purchase in their state.

Rule 3) ONE MUST COMPLETELY DESTROY THE OTHER IN 21 DAYS OR BOTG ARE NUKED.
