Yeah it's permanent in a sense that you die before it completely fades, but it'll eventually fade if your body does its normal processes over a given period. Laser removal just cuts the time down.

The ink can fade when exposed to UV light, or your immune system eventually filters the ink through your lover iirc. The point is the body will try to get rid of foreign substances, hence the fading.
