If I'm talking to only one person, they already know I'm just responding to them. There's no reason to have them reread their own post, but I'm not going to reply without it so that they know where I'm at in the discussion. It's like keeping a tab on where the discussion is currently at without really needing it. Just a safety measure.

If anything seeing it at the bottom encourages me more to read it, because most people who are quoting extra things put it below the message.

While the quote on top signifies the person they are responding to, since the first thing they'll see is "quote by [name]" thus making them move past it to read the response.
