Some Nintendo representative confirmed that any character can be voted for, as long as its a character.

What people don't realize is that it's not a true ballot. Just because x character is the most requested doesn't guarantee that he'll make it. It's their game, after all. They have no obligation to actually listen to anyone--it's a suggestion bin, at best.
