It's just a song sped up with a higher pitch. Nightcore was a legit genre once, but a misunderstanding fucked it up the ass.

basically some fuck will take an electronic song, speed it up and increase its pitch, slap some generic anime picture on it, call it a "nightcore remix", and rack up hundreds of thousands or even millions of views from weebs
