That is a VERY grey area. Investigations don't have to be physical interviews anymore. If someone were to have posted this shit on other sites, it could lead to physical interviews.

Trump is pretty blunt and open with his statements, which I find funny. In politics, it's a bit of an unspoken rule that politicians don't say openly blunt things. Which is hilarious to watch lately because news outlets and political commentors try to pull the whole "disect the statement and find the hidden meaning" bullshit when for the most part, Trumpy doesn't play that game. He could literally say the simplest thing.

"Yes, I do eat shit for breakfest."

And some political commentors would be like, "Shit is brown which has some mildly racist undertones and this statement has nods towards the black community in america. Definately a bad move for Trump."

On the actual topic at hand though. Maybe he was. Maybe he wasn't. Either way I don't think it matters much.
