Michigan's voting laws were created with the intention of minimizing the amount of voters. You are correct; it is a state thing.
I'm planning on going next Tuesday and voting for Kasich but as I understand I might be held up because I'm registered independent and voted Democrat last time. Never voted in the primary though which might be what they were talking about.

It's one of the few things Georgia got right tbh.
