Factors to factor in here before I begin;
-This would cover many hundreds of planets
-Humans were a powerful military at a time more advanced species were down to their last dregs in terms of vessels and weapons when they met, meaning huans were dominant in numbers for what they lacked in technology

The Imperium is the main empire in my works. It lasted over 3 centuries before the Fall of Earth, but it has a system that gradually corrupted throughout the years. When first started by huamns, it was intended to bring peace to the two warring alien factions at the time, which it did. However, some very xenophobic humans got top positions of power and gradually began to influence the laws and various systems of th Imperium. English (Or huamn as it is known by then) is established as the Imperial Standard language that all aliens must speak. The economy is based off the exisitng human one (Though that is more because the alien economy is more or less nonexistant by that point) and behind the scenes, it is actually enforced that there is always a lower class of workers, to make sure that there are always people who are never given the opportunity to speak out against the Imeprium but also indoctrinated from birth to swear loyalty, so that they will not rise up. The police and military are extremly hard to distinguish and public execution is common for political dissenters. There is an Order of Species in which species are ranked in tiers, with humans at the top and secies ranked based on their military power and society. This causes cities and districts to be deemed (species) only, essentially segregating the populace and making sure that they cannot join forces. However, this creates several rogue militias, which gradually rise in power, causing the Imperial Parliament to make a dedicated extermination campaign which is largely successsful until the S'pher invasion and also begin stockpiling supplies for billions at an uncharted system to be used as a refuge in case the worst happened.

Altogether, this society was functioning for hundreds of years and would likely to have continued to function due to the success of crackdowns on rebellion.

Oppression never works

It has been proved again and again in the course of history

Not to mention it's morally wrong

"muh morals"
I dont care about stupid shit like that, It's fiction, I'm not going all moralfag in a science fiction setting 6 centuries in the future. In my writing, no one ever wins. Even the nice species has a fucking dark history behind them. Nothing is nice and BTS manipulation coupled with an extremely effective fighting force essentially made space NK. Revel groups Sonetimes win a small battle until the heavy guns come in. And I mean weapons designed to rip apart a continent. What's that? X colony is rebelling? Orbital fucking strike. Anyway, this is what leads to humanity being royally fucked over when their empire is brought down by an outside cause for an entirely unrelated reason. Then they're just surrounded by 10,11 species that are quite happy to reverse the system.

I mean, it's the same government that uses its prisoners to test bioweapons, chemicals and all sorts of nasty science shit. Hell, some are even used as live target practice in the military. It isn't supposed to be a nice lovey dovet hippy government. It's supposed to be dark and dangerous and powerful. Like the empire on Star Wars, except for the fact that they put more defence on the weak points in their spaceships. Happy governments where everyone loves each other are boring and there is no story to tell like that. Here, I have my main viewpoint from this faction POV, the fact that there are many improvised armies all fighting each other for the territory that is now up for grabs.

The empire are too villianised. They're much more interesting than the rebels.
