Tough call. They do basically the same things. Ironborn reave the coasts and rape their women, Dothraki reave continental Essos (actually, probably even the coasts too, since their reach extends to Qarth) and rape their women.

I'm gonna go ahead and call it for the Ironborn, because they don't care if they drown. Dothraki, on the other hand, are scared shitless of water.
