How does one raise them other than the basic grooming and feeding etc.

What is the expected monthly bill?
What do i have to expect?

Actually, it's you that'll be inconvenienced by a young kitten, but if you're sure you want one, the younger the better.
If it imprints on you, you'll have an easier time later on.

I know i will be inconveniance, but i plan on getting the stuff and then maybe raising it by myself and with a friend. Family has always been no pet, but meh, going to move out soon, and taking up responsibilities etc to get myself going, and wanted a good friend. A dog is a big no no, but a cat may have some leeway room.

Then the earlier you get it the better.
Any sort of young animal is a trouble.
I've a puppy who's 6 months old, when he stands on his back legs he's as tall as me.
And now he's gotten it into his head that he can climb on things.

The worst thing you'll deal with when you get a cat, is teaching it where to piss.
Cat piss smells so fucking bad.
My cat pissed on me when it was a kitten, had to dump the clothes it was that bad.
