Can we lock drawn out, depressing threads?

"All too easy" has been limping on for literal months and nothing will ever happen with it.

If this is criteria for a lock then 95% of threads on this entire website should get locked.

I also don't see how it's depressing. I usually get a laugh or two every time I come back to it.
