You could think of it this way, but I was referring more to the mobster or criminal mastermind exploiting their community for wealth and status.

You do bring up an interesting modern factor. If someone controlled their community in part because of internet access and communication, it would be a way to establish yourself in wealth and perhaps even go unnoticed in carrying out your actions.
