I'm EMT-B certified and I was trained to only give mouth to mouth to family and close friends because you don't know if a stranger could have some disease. It's for personal safety. Only give breaths if you have a barrier or mask to give breathes. Otherwise, yes, there's still suppose to be enough oxygen still in the blood stream so that you can give straight compressions anyway, like when the medics use their fancy auto-pulse toy.
