Based on the pic in the OP... ?Yeah. They needed a 5 man team to fight Team Champa. Piccolo's fight is the next episode so I'm looking forward to seeing how he performs since it's been a while since he kicked ass.

Like his voice actor said he wanted for Frieza to return as a good guy and Goku said that Frieza would be a good training partner if he weren't evil. I'd justify it by saying that Frost didn't end up getting help from Champa, but Goku decides to train him up so he can easily handle the war efforts himself. And it could totally fit in with Goku's selfish nature as he could be doing it to have someone strong to fight.
