This is off memory, so it may be inaccurate, but it's basically these requirements:

1: At least two women are talking to each other
2: About something other than a man

Surprisingly few movies fulfill this. Often women won't have speaking lines directed at each other, and if they do they often talk about the male protagonist.

The Bechdel test is fairly limited when it comes to showing how "feminist" a movie is though. Two girls can have an extremely shallow conversation about makeup or dresses, and the movie will have passed the Bechdel test despite that being a gender stereotype. In other word: just because a movie passes the Bechdel test, its female characters aren't necessarily well written.
