Jason Todd was not beaten to death he was beaten before dying but he also got blown up which is the cause of death. It would make no sense for Todd to be the Joker it makes sense in no part of DC's lore.

Just because it hasn't been done in the comics before doesn't mean it can't happen (and the fact that it hasn't been done like this is all the more reason to do so).
