who's going to be in charge of this "federalized military" then?

The generals and/or the field marshal. If you mean who is charge of setting it to war than a vote cast by each member states leader would suffice. Of course if one nation is attacked then auto-war.

What countries are these officers going to be from? Is there a selection process or does each member nation get to appoint a set number of people?

And more to the point, what conflict are we currently involved in that makes any of that shit necessary?

I borrowed it off a friend to read, I made it to page 80 something and gave up.

A brick with braille would >imply that it's readable.

Any person from a member state can join the FedMil. So officers can originate from any member nation and control units from any nation (look at how that Dane motorised unit was folded into one of the German motorised brigades). Positions generally appointed by competence and seniority, any political appointments would be voted on by each member states leader. E.g. current field marshal/top general fucks up and is replaced by the next in seniority and the next in line for promotion to general gets into the lowest general position. The size of the top brass I would not be qualified to comment on, but as for the question of why would it be necessary:

1) to reduce wars of aggression. With offensive wars only being able to be declared by vote of each member states leader there is reduced risk of financial or other damage caused by a lack of negotiations.

2) most wars where western units fight in the past twenty years are coalition wars and in each instance serious issues have surfaced between the different militaries because of divergent combat doctrines influenced by the economic and geopolitical of each nation. A combined military branch separated from each of the coalition nations that can be more effectively utilised in these conflicts is a boon both to the military in terms of the effectiveness increase due to a single command structure and a shared combat doctrine but too the member states who are assured of another countries participation in any conflict where they are at threat.

At this point I'd also like to say that I would support the replacement of the EU with a European FedMil.
