By cure he means seeking mental help to solve their disorder rather than giving into it. He's basically saying instead of society accepting it we should discourage it so these people get mental help for this disorder.

The world isn't any more friendly to those who do transition. The christ-like majority of America shuns them. Most dudes won't touch a m2f once they learn they used to have a dick. Trans celebrities are a joke everywhere except in the punk rock scene, it seems. SRS used to be pretty barbaric not too long ago as well. You'll find accounts from the 90's and 00's of disappointment in regards to that leading to further depression and a worse off state of mind than the individual had before surgery.

Yes the rate would decrease but there would still most likely be a number of them out of depression. Being born fe/male and simply changing your appearance to one are two completely different things which might get to them.
