Why don't we let private companies make tax-deductible investments?

This is the way the world ends. Not with a bang but a whimper.
Into public infrastructure.

For instance, there's a proposal in Britbong at the moment to roll back the green belt around certain cities which aren't London. On top of this, apparently each city would need a subsidy of around £50m to cover infrastructure costs of growing development.

Why not just allow companies to make tax-deductible investments in such infrastructure?
