Plenty of 18 year olds haven't even graduated high school yet.And they all have the ability to move out on their own. If they're stupid or lazy that's their fault. They have the same capabilities to move out on their own as a 40 year old person. Once again no one is forcing them to live there.

No there are reasons why it isn't a state.However you would just include their voters with Maryland or Virginia.
Why has this become a question of poverty and the ability to move?Just give the people living their the option of being either a voter of Maryland or Virginia.
Why not just pass an amendment giving them a representative and two senators without making them a state?
