I think he should be freed. Though he's spent most of his life behind bars so im not sure how well he could cope outside.

If he were released, it should be from a prison into a secure unit at a hospital <.<

But really that would just be trading one form of custodial care for another and since he doesn't appear to have any acute illnesses and is just a basket case in general, prison is probably best.
