it's a shame Trump is stupid though, because this won't make the news at all after his debacle with the banning of refugees from 7 muslim countries. That's gonna be the thing denominating the headlines for the next week.

How you do just ban "lobbying"?
The practice in itself is rather vague, to prevent this sort of thing you would need to monitor all contact of administration officials.
It seems like nothing more but fanfare to appeal to his voter base, no doubt they'll buy into it.
