This totally depends on what extent we can talk to them.

In this situation, pretending for a second that this really is some sort of dyson-sphere... solar power structure... thing, it's not like we'd be able to talk to them, or really have a decent means of letting them know we're here (Not for a long-ass time, at least). So it would be huge news for a few weeks, but let's face it, people would stop caring once developments on the news came to a halt.

Even if we discovered them on some far off world, it's not like we have any means of communicating with them effectively. Chances are the discovery of another spacefaring civilization would incite fearmongering everywhere at best and worst.

Let's just go ahead and go against all odds and say that an advance alien race visits Earth.

The world superpowers would try to retain peace, while also flexing thrir military muscles. Southern U.S. and sand niggers would try to start an interplanetary war, cuz "muh god". Places like North Korea would fall.

Assuming a war doesn't start, we would trade technology, colonize part of the galaxy, then eventually fall into a war and wipe out the alien race because humans suck.
