In recent history, I'd have to say the most competent public official was neither elected and is largely reviled; the man in my picture, Alan Greenspan.

im not sure i like this question, but ill throw my hat in the ring for Prince Shotoku in Japan. the constitution he drafted set a standard for confucian morality and ethical practice in government and it has influenced Japanese bureaucratic/government policy up through modernity

I would say Teddy Roosevelt, but he's directly responsible for getting Woodrow Wilson elected, so I can't really nominate him.
