Heroine is a hard drug to beat. I hope your cousin finds the strength to over come his addictions. He's gonna need a strong support group and if you're interested in helping him you could always look into Narcotics Anonymous classes in your area and you could go with him. That's what I used to do with my friend when she was trying to over come meth.
