Pretty sure the 2nd Amendment was speaking to townships. The Continental Army wasn't everywhere, and you had the hostile British to the north and the Spaniards to the south. It would be in the best interest of the nation for each town to have a militia that can mobilize quickly to deal with any foreign (or domestic) threats. "Well-regulated" meaning that they are trained and disciplined in the use of firearms and guerrilla tactics.The 2nd Amendment was poorly written, as evidenced by the fact that no one can agree what it means.
