Now to be fair, Campus PD in the US is notoriously bad about handling rape cases. I don't think anybody would want to deal with them. At the same time, refusing to work with them (indicating they were trying) and instead carrying out your own brand of vigilante justice to destroy his character isn't okay.

The place I was thinking of though was Portugal though. They legalized all drugs, and drug-related crimes have been nearly eradicated. And this is in a country that previously had massive drug-smuggling problems due to its proximity to Africa.
