Marijuana isn't legal under federal law, but the government isn't exactly stopping them. As another example, I think when the drinking age was raised from 18 to 21, Louisiana was the last state the raise it. The government taxed the crap out of them so they'd do it.

I see no reason why we shouldn't accept a good handful of refugees from Syria. We'd probably just need to have decent background checking.
