This is some next level bullshit right here

In short, when facing a manpower shortage in supporting the War on Terror, the CA National Guard fraudulently paid thousands of dollars in bonuses. Because CA and the DoD didn't authorize the budget, the only route to fix it is to collect it back from the soldiers themselves.

These are COMBAT VETS.
