The fire alarms were also really quiet and barely alerted anyone and the fire lighting was not very good so people were having trouble seeing through the smoke.

To add to it, a lot of standard procedure (really outdated, too) is for people to stay put in the event of a fire in a large tower block and let fire & rescue come to them. It usually works but a lot of buildings now have this panelling on the outside to make them look a bit less depressing that seems to be really flammable, and spreads really quickly.
