The Flood is spam because of the rules you've created that allowed it to be. Let's first have you accept responsibility for those actions of not penalizing liked users for breaking the rules.Telling people that they now have to post their Serious topics in the spam board doesn't mean they're going to comply, they're literally just going to stop posting, not getting you anywhere. On top of that, your moderators have become increasingly criticism-phobic and cannot give reasons as to why they prohibit discussions, other than the "because I said so" mentality. Some changes are good, some suck. These changes suck. Please revert or you will lose more activity then you attempt to gain with these bad policies.
I say we at least give it a try. I mean in the old Flood we had one board where we had our serious and stupid topics. Worked fine back then, we should give it a shot again. Honestly I'd lock the Serious board completely (temporarily) and see how serious discussion goes in The Flood.
